Wyoming Megan's Law and Victim's Rights

Offenders Required to Register: Any person convicted of a sex offense in which the victim was a minor and the offender was at least eighteen (18) years of age or an aggravated sex offense.
Information Collected: Photograph; Fingerprints; Name, including any aliases ever used; Address; Date and place of birth; Social security number; Place of employment; Date and place of conviction; and Crime for which convicted.
Administrating Agency: Department of Criminal Investigation.
Timeframe for Registration: A convicted sex offender is required to register prior to release from custody. Convicted sex offenders not sentenced to imprisonment must register within five (5) days. Within 10 days of moving. If a convicted sex offender moves to Wyoming, they must register within forty (40) days.
Applies to Out of State Offenders: Yes
Duration of Requirement: Ten (10) years unless the court orders otherwise. If the person is classified as an aggravated sex offender or sexually violent predator, they are registered for life.
Verification of Address: Annually for sex offenders, every 90 days for aggravated sex offenders.
Penalties for Non-Compliance: A person who knowingly fails to register as required by W.S. 7-19-302 is guilty of a high misdemeanor punishable by a fine of up to seven hundred fifty dollars ($750.00), imprisonment for not more than one (1) year, or both. A person convicted of a subsequent violation of knowingly failing to register as required by W.S. 7-19-302 is guilty of a felony punishable by a fine of one thousand dollars ($1,000.00), imprisonment for not more than five (5) years, or both.
Access to Information: At this time, state law limits disclosure of registered sex offenders to the criminal justice system unless the County or District Attorney petitions the court to disclose registered sex offender information to the public. The County or District Attorney of jurisdiction may file an application with the District Court to release information about a registered sex offender to schools, churches, youth groups or the public. The release of information is determined by the District Court after a risk assessment of the offender to commit another offense is determined as low, moderate or high. The District Court can then authorize the release of information by the County Sheriff, Chief of Police, Designee or the Division of Criminal Investigation.
Confidentiality Provision: Any person who willfully discloses it in any manner to any person or agency not entitled to receive the information is guilty of a misdemeanor punishable by imprisonment for not more than six (6) months, a fine of not more than seven hundred fifty dollars ($750.00), or both.
